Three residents addressed the Council. Two spoke in support of expanded bicycle lanes along Harbor Plaza; one raised concerns about parking enforcement near Lincoln Elementary. Each speaker was allotted three minutes. The Mayor directed staff to follow up on the parking matter.

Item 2026-41 · First ReadingOrdinance Establishing a Climate Resilience Fund

The City Attorney introduced an ordinance establishing a dedicated Climate Resilience Fund, financed by an annual general-fund transfer of $750,000, to support shoreline protection and stormwater upgrades. Council discussion addressed the funding source and a proposed annual public report. The ordinance was read by title only and introduced for first reading.

Following the public hearing held May 27, the City Attorney presented Ordinance 2026-38 for second reading, amending Chapter 8 to cap short-term rental permits at 3% of dwelling units per district. Two amendments from first reading — a hardship-exemption clause and a grandfathering provision — were incorporated.

The City Engineer summarized five bids received for the Harbor Plaza repaving project. Staff recommended award to the lowest responsible bidder, Coastline Paving Co., at $1,284,000. Council members questioned the contingency allowance and the projected six-week timeline.
